This is a coal power plant (?) on a small islet converted to a peninsula. The photo was taken from the shore near the Richard I. Bong Memorial Bridge. Other shots of this site include: a sepia-toned black and white, and a panoramic both shot from the bridge 70-100 feet off the ground. Someday I'd like to actually walk around on site taking photos of this great building, alas with 9/11 it's now a lot harder to get access to great locations like this.
